Abstract
The deliberate, officially driven planned repositioning of tourism destinations, from 'blue', sea-side resort based tourism, to 'grey', heritage based tourism has inevitable implications for the nature, quality and location of the tourism infrastructure. The rationale and anticipated results of this transition are considered here in relation to the case of Malta but similar policies with similar implications are to be found in blue resort regions world-wide.
